You first have to rate it (by clicking on the stars), then a "Post a Comment" option appears below the stars. Click that to type your comment. There's a limit to how long your comment can be (not too short but it's not long enough for a long story) so try to make it simple and to the point. Market > My Downloads > Pick an app > Pick the stars on top of screen and after picking # of stars you can post a comment. Now to figure out what name shows up when you comment and how do you change it (not sure if it will be my Google account name). I just commented an app so I could keep referring back and see what comes up. I would assume it would be your Google account name.... that would make sense, but I don't know. I just checked back on the app I commented and saw that it used my first name. ....at least my nicknames first name. Which I often use instead of my real name.
